Did Arizona Legalise Ibogaine?
No. Arizona funded research, not treatment. HB 2871 (2025) appropriated $5 million to the Department of Health Services for a clinical research study on ibogaine for neurological disease, including traumatic brain injury and PTSD. Nobody can be treated with ibogaine in Arizona.
The bill was introduced at $10 million. The House Appropriations Committee reduced it to $5 million and added a condition: the entity receiving the grant must show it has at least $5 million in matching money from sources other than the state.
That condition is worth understanding, because the same dollar-for-dollar matching structure is what stalled the much larger Texas programme — no drug company accepted the matching and revenue-sharing terms, and Texas ended up running its trials itself. A state appropriation with a private match attached is a commitment to try, not a guarantee that the research happens.
Eligibility is deliberately narrow. The grantee must have a proven history of research and treatment of neurological disease, a neurosurgery programme with the requisite clinical and research facilities, and the capacity to facilitate pioneering research. This is a research grant to a major institution, not a route for an Arizona patient to receive ibogaine.
